Evil Genius 2 is the hidden son of Dungeon Keeper and James Bond (more Sean Connery than Pierce Brosnan period). Understand that you are going to play an ersatz of the Spectre, build your secret base disguised as a casino on a paradisiacal island in full view of everyone, and try to rule the world through international machinations.
You find yourself in the shoes of a villain among the four stereotypes offered, who will act as a hero, or anti-hero if you prefer, with two powers that can be activated according to your needs to influence your troops. The villain is practically the only character you will control. Apart from a few henchmen, all other characters are your henchmen. These characters are managed by the AI and will perform their tasks according to the profession you teach them among fifteen to discover. Without a profession, they will come and excavate the rock to build the rooms of your base. Make them guards, and they will beat up or intimidate intruders. Make them dealers and they will try to lure malicious visitors, etc, etc...
The game takes you by the hand during the first 2 hours to explain how to acquire and manage your first 4 types of henchmen and what the 15 types of rooms are for that will compose your base so that all this little world lives in harmony. Then it will launch you into the main quest while asking you to choose a side plan and also give you optional objectives.
The main quest will advance the story while the side quests will bring you new gameplay options: collect items needed for the main quest, confront and eventually recruit an opponent to become your henchman, confront one of your competitors or unlock a new type of henchman. The optional objectives, if completed, will reward you with gold and are more of a mini-success.
The main goal of the game is world domination and for this, you have a stylized map divided into large regions that you will have to scan to deploy an outpost that will offer mini objectives to make you earn money or lower the tension, then upgrade to have larger objectives.
Evil Genius 2 is in the end a superb redesign and extension of the first one. The graphics are nice, the animations are funny, the James Bond atmosphere is a pleasure.
